Context

Under the Occupational Health and Safety Act 85 of 1993 and the Construction Regulations, a principal contractor must maintain a site-specific health and safety file. In practice that file is usually paper in a lever-arch binder, assembled by hand, and incomplete at exactly the moment an inspector asks for it. A missing document does not produce a warning — it produces a closure notice, and the site stops.

Strategy

The decision that shaped the product was to structure it around the regulation rather than around generic document storage. A file-sharing tool with construction branding does not reduce risk — it relocates the same paperwork. Building the statutory structure into the data model means the platform can tell a contractor what is missing rather than waiting to be told.
